- method and evidence;
- party responsible for the conclusion;
- the decision you need to make.
Market value
Market value is a value concept used for an opinion about what a property could reasonably achieve in a market under the assumptions of the assignment. The opinion uses property facts, rights, market evidence and a stated date. Comparable sales can support the reasoning, with adjustments for differences in location, type, size, condition, finish and tenure.
Market value is a reasoned opinion. The eventual transaction can reflect urgency, negotiation, special conditions or information that differs from the appraisal file.
Use it when: the question concerns a market-based opinion for a purchase, sale, lending file or another named decision.

WOZ value
WOZ value is the municipality’s assessment for property-tax purposes. The municipality applies its own assessment process and value date. The national government explains that the value date is 1 January of the previous year for the annual assessment. That time difference is one reason a current market discussion and a WOZ figure can diverge.
Use the municipality’s WOZ communication and the official WOZ channels when you need to check or challenge that assessment. A private appraisal can provide evidence for a different purpose, while the municipal procedure remains the place for a WOZ objection.

Appraisal value
Appraisal value is the conclusion in a professional report for the agreed assignment. The report should identify the property, purpose, date, evidence, reasoning and limitations that support the conclusion. The recipient then decides whether the report meets its own file requirements.
The phrase can cover different assignments. A mortgage report may have lender or acceptance review conditions. An estate file may need a date tied to a legal or administrative event. A private report may support a decision between buyer and owner. Ask the appraiser to name the value concept and the intended use in the brief.
Use it when: a named recipient needs a documented opinion for a defined decision.
Check: is the report current for the recipient’s rule, and is the stated purpose the one you need?
The five-field decision framework
Write the question in this format:
I need [type of value] for [decision], for [recipient], at [date], and I have [records].
Then test the answer:
- If the municipality is responsible, start with the WOZ notice and municipal procedure.
- If a lender or reviewer is responsible for acceptance, ask for its current report conditions.
- If you need a professional opinion about the property for a private decision, define the assignment with the appraiser.
- If the question concerns defects, commission a building survey alongside any value question.
This framework prevents the common mistake of using the most visible number as the right number.

Buying an apartment
The asking price expresses the seller’s position. A commissioned appraisal can test the property, rights, market evidence and purpose at a stated date. An apartment file may also include VvE information, the division deed and planned works.

Start with the assessment year, value date, property description and municipal evidence. A private report can explain a market question, yet the objection belongs in the municipal channel.
Figures that sit nearby
An asking price is a marketing position. A transaction price is a recorded result with its own conditions. A WOZ value is a municipal assessment. A market value opinion is a professional analysis under an assignment. An insurance rebuild figure answers a different question about rebuilding cost. These numbers can inform a conversation without becoming interchangeable.
Questions you may have
Should market value equal the WOZ value? There is no reason to expect a match because purpose, date and method differ.
Can an asking price prove market value? It shows what the seller wants to achieve. Comparable evidence and analysis for the named assignment are still needed for a market opinion.
Can a private appraisal change a WOZ assessment? The municipality controls the WOZ process. Use the evidence and procedure required for the municipal question.
